Black's reputation and striking-heavy style would make him a credible test for a new United States champion, and it would give WWE an easy way to present Williams against an established name on SmackDown.
Just as importantly, Williams naming Black directly helps frame the United States title scene around new matchups instead of rematches. If WWE wants to establish Williams quickly as a fighting champion, Black is the kind of opponent that would make that push feel meaningful right away.
